If I were the D.A. I would charge her with attempted premeditated murder because she used a lethal weapon.
She should be tried as a minor because she is, in fact, a minor.

I do believe she can be charged as an adult, depending on the laws of your state, and depending on whether she has a history of delinquency in the past.
