Spray it with vinegar or Clorox (cheap smelly kind). It may get rid of the smell also. Once the smell is there, they will always go there to pee. The pet store may have a solution to stop it from coming there. I had a cat that hated deodorant. Spray with that also, might help.

There are some very good products that neutralize those pungent odors and repel animals. They all work the same, so there's no need to buy the more expensive brands. But the ones specific to CAT urine, as nothing else will have any effect. Douse the area liberally with the spray/pump bottle. Do not blot! Allow it to soak into the cement/wood just as you imagine the cat urine did. Do this twice wekkly until the cat discovers there are better palces to pee. +5

Animal strength Odo ban for the smell and spread cayenne pepper around the porch. They don't like the smell and don't want it on them. If they get it on them, they will burn themselves licking it off, but not hurt them.

supposedly mothballs repell cats. I never tried it though. As far as the odor, pet stores have a really potent solution I just dont recall the name of it.

Some good ideas posted. But I am thinking it may not be a cat urinating, but an un-neutered male spraying. That smell is so disgusting! I think cleaning it well with a bleach/soap/water mix might work on the smell. But you need to be careful about the strength if your porch is of a material that might suffer from color removal by the bleach. I have read that they do not like the smell of Nicotina flowers. And if you can catch the cat doing it's thing, my solution would be to have a small balloon filled with water and toss it by the cat. The balloon breaking and the water should really frighten it away. Now I am a cat love and if it was my cat doing it, I would not be upset with the water/balloon treatment, as it is not harmful.
