Is it logical that the crew of Star Trek: Enterprise could have been able to encounter as many, non-Vulcan, alien races (including the chief medical officer), given their inferior technology as compared to Star Trek:TOS,TNG,DS9 & Voyager?

    Yes. Recall for about 100 years Earth and Vulcan were in close contact. Vulcan would, we can logically assume, have brought contact with "safe" species to Earth.

    Further it is said on Enterprise (the show) that there are sub-warp and Warp 1-2 freighters/craft owned and operated by Earth.

    Enterprise takes place about 100 years after the invention of Warp Drive. Enough time to make plenty of contact with say Denebola (The doctor's home star?) is only 36 light years away (Located in the constellation Leo).

    It is logical to assume that Vulcan had already established trade and treaties with its neighbors and would have been keen to slowly introduce Earth to known alien species not only to see where humans were when it came to Xenophobia, but also to "raise" humanity to the point where it could strike out on its own in a logical manner of course.

    100 years is not too short of a time to get in contact with a lot of the nearer stars, even if going at relativistic "sub-warp" speeds (say 90% the speed of light) Denebola is near enough to make contact.

    We can also assume that once earth registered a Warp Signature that species like the Denebolians would have reached out to earth as well.

    Don't forget that there are many alien races that we just don't see on TOS, TNG, etc. Starships tend to be staffed with species whose physiological and social needs are similar, so it limits what we see.
