Tan is produced via the production of melanin from melanocytes, a process that increases from its natural resting level following stimulation by U radiation from the Sun, tanning beds etc.

When you are walking normally/standing still, your palms are naturally positioned between a neutral and a prone position, so that they face your body at an angle, reducing the amount of exposure to the sun. If you are driving, drinking a beer in a garden, doing a crossword in the sun etc, your palms are gripping items as well, preventing the exposure to sunlight, so firstly, the stimulus for increased melanogenesis isn't present.

Another possible reason is that the melanocytes in the palm are less sensitive to receiving stimuli and so tend to produce less melanin as a result, but this second point is only my conjecture.

Your palms can get tanned, they just get hardly any sun compared to the rest of your body.

Because no one would look at the bottom of your hands.

So it would be a waste of money.
