well they still have an x chromosome in their DNA so they get a little bit of the female genes too, you know.
also there is a condition called gynecomastia, which makes a man produce more breast tissue & gives the appearance of a more female-like chest.

All fetuses start out as females, then (some) change to males during embryonic development. All males have breast tissue (males can get breast cancer too), it's just not usually as developed as the breast tissue of females. Functionally speaking though, male breast tissue serves no purpose; it just simply hasn't proven detrimental enough for evolution to get rid of it.
Regarding pectoral muscle (which some people consider part of the breast, although I have no idea why), both sexes have this too, although in males it tends to be more prominent.
