It's absolutely proper. We have our desires, we all seek company, and often the man is too shy to ask for fear, perhaps, that he might be rejected. A little "help" from the woman to get the ball rolling is perfectly acceptable, and does not reflect on either person.

I sure wouldn't mind, if I were in his position, if you walked right up to me and asked. There's certainly nothing wrong with you doing just that. However, there must be something you know about this man that makes you think he might not react well to a forward approach. If you were to send him a little card/note, gently explaining how you'd like it if he asked you....hmmm. Good luck.
