Yes and I really don't mind it gives me a chance to stalk them and place strange items in their cart when they are not looking.

I have one better than this. wife and i were at a casino, sitting in front of a slot machine. the woman next to my wife, was terribly drunk. she had her own slot machine that was not paying anything. my wife dropped a coin on the floor. as she bent over to pick it up, the drunk woman inserted a coin into my wifes slot machine and pulled the crank. i thought a fight was about to enuse. i located casino security and the woman was arrested. people will do anything.
Used to happen, now though if I've nothing in the cart I just pick a random item or two to leave in it if I plan to let it unattended for any time.

I can see in someone taking an empty cart, they might assume that it was abandoned... but I've had my cart taken even while it had stuff in it. That makes them either incredibly selfish or incredibly unobservant.
