What do I need in a PC to stream content from the internet directly into my flat panel TV?

A computer with software, a graphics card connected to the TV and internet connection. If the TV is a long way away, you'll also need a video extender.

Thanks. Any idea how much ram and what size processor I might need?

Most systems nowadays come with at least 2 GB RAM, but if you're on a budget and building your own system from scratch purely for streaming media and you're using an optimised Linux installation then 1 GB would be fine. For the CPU you'd be fine with just about anything they sell new today - even an E2220 would be fine, for example.
