well, if you think of the process, it would be very expensive. first, you have to identify them as being illegal, so that means running the social security number of every suspected illegal through a database. so, who is going to pick the suspected illegals? or better yet you will have a major legal problem if you don't run EVERY social security number that comes in the hospital. In addition, not every illegal is treated in an emergency room. you would have to hire full time workers just to gather the data and to run the database, so who will pay for it. if it is a federal program, then you have other issues, such as rights of people being scanned. and what happens if a person refuses to give the information?
Its a short hop skip and jump to enter the United States illegally, but its a long process to have an illegal deported back to their country.
These people know this. they take a gamble and generally are the winners.
Its killing our society and bankrupting our cities and hospitals.
Whos to blame? The Federal Government for not enforcing the illegal immigration laws. if our troops had been stationed on the U.S. border, instead of the Iraqi border, we would not have the immigration problem. its here to stay, so get prepared to see our country begin to crumble.
Now, we are all suffering.

the issues with California, and any hospital that has money problems goes beyond treating illegals. 30% of hospital cost are tied to administrative cost, processing paperwork. that is why they want to upgrade the system to use the system that is currently used by the military. all records are electronic, and it reduces the need to have people asking for records. in addition, bills passed by congress makes the price of medications non-negotiable for hospitals. and I am sure you have noticed that they are churning out new medications for illness that in the past have never existed, and due to lobby efforts, people are almost forced to buy them. who ever heard of "restless leg syndrome", and if you listen to the advertisements, most don't do anything differant that medications already on the market.
