Question

Help answer this question below.

Why do people walk around in shorts and barefooted (sandals maybe), then put on heavy clothing like sweatshirts and parkas on their upper body? They act like they are still cold. Why don't they put on some long pants, socks and shoes?

I've dressed like that before - hoodie, shorts and sandals. I personally HATE long pants, socks and shoes because it feels so confined, but I don't really mind long-sleeved shirts or hoodies. Call me weird but I'm comfortable and that's all that matters to me.
