I cannot quickly find when it was last raised but it did not go up with the recent straight wage hike. From my living memory, the $2.13 per hr compares to $2.01 that I recall from 1982. It has not gone up much or often.
Even back then, the earnings from tips far exceeded the wage. The wage part was nominal. A young person without specialized skills or higher education could make the equivalent of an industrial wage on tips, though the required patience of dealing with the public made it all qualify as hard-earned.
I think "Dear Abby" set the guidelines; others have followed. Generally its 20%, but I also believe it should be inaccordance to the service & enjoyment of the meal. I will tip more for really good service & I will tip little, or even none - for unacceptable service.

You tip in accordance to the service and enjoyment of the meal.
If you can afford a night out, you can afford a tip. If not, then go to those burger blaster places, good help should get good pay.
