Can a casino tighten up or loosen a particular slot machine

    Not if they want to remain legal.

    Without going into much detail, slot machines are programmed a certain way with certain odds, and changing that program requires physically changing the ROM chip.
    Given that legalized gambling has certain regulations, changing the ROM is a no-no, and given the penalties for being caught it is generally in the best interests of the casino to play by the rules.
    That means that the slot machine will perform according to the program/specs/odds that the regulatory commission has on file.

    They're not supposed to but everyone knows, The Slots by the entrances always pay off faster. They want people coming in to see people winning.

    yes.but the random system is still the same, its not about tighten or loosen its all about the program actually.
