Most dance teachers will count dancers in with 5,6,7,8 because music is counted in eights. They are telling you when to start and preparing you four counts early so that you're ready when you have to start. It is also used to make sure the dancers have the beat in their head so that they stay on time with the music.

Good answer. I would like to add that even with the pre-count of 5,6,7,8 they still start on the downbeat or first measure the same as any musician.
