"Rule 6.06 A batter is out for illegal action when (a) He hits a ball with one or both feet on the ground entirely outside the batter’s box."

If any part of the foot is touching the line of the batter's box, the foot is considered to be in the box. If he hits the ball while his foot is in the air, he is not out. The foot must be on the ground and entirely outside the batter's box when he makes contact. If it is, he's out, the ball is dead and no runners can advance.

Under NCAA and NFHS rules, the batter is out if he hits the ball while his foot is touching home plate. That is not true under Pro rules because a part of the foot could be touching home plate and still be touching the line. Under Pro rules, he would be considered in the batter's box under the rule.
