No. Luck is the intersection of preparation and opportunity. If you never prepare, then you will suck no matter what opportunity knocks. Even though those that did prepare may seem "lucky".

Ambition and drive are really important too. You have to be open and willing to do lots of things that aren't fun to reach your goal.
Except for the handful who win the lottery or inherit, it's mostly NOT about luck. It's more about choices.

Not all, but a lot. You have to have the skill so when the oppurtunity comes, you're ready. But so often people have the skills and abilities, but they're not lucky enough for the opurtunity to come. Likewise, some are so lucky that the oppurtunity comes several times, but they just don't have the skills to make use of it.
