Termination of employment

Question:

Am currently earning 13k, applied for a job, same company, advertised externally at 19k (not 'negotiable' or 'upto', but 19k exactly), been told i'll probably get the job, but only for 14-15k as it's too big a pay rise in one go, is this legal?
