Because they need to reach 180 days due to federal regulations. With that said, the least amount of time bussed in I ever had was half days, never only an hour.
Because, even though nobody wants to be there; they are required to complete 180 days (I believe) a year. So they make them as short as they can.
Because each "day" counts towards the number of days required to be in school each year.
They make every student attend for the last day because the State funds the District for each student who shows up each day.
The last day counts as a day of school. Basically, it is all about money. Then again, just about every thing is these days. +5
