Why did they come up with the term "controlled substances" for drugs? Does it only refer to pharmaceuticals maybe?

    The term means that the government deems itself a better warden of an individual's best interests than the individual himself.

    These are drugs that are regulated by the government by class according to what substance they contain that is... well... Iffy as far as being addictive goes.

    Controlled means regulated by law. As in, some are outright illegal and others are only by prescription.
