The term means that the government deems itself a better warden of an individual's best interests than the individual himself.
These are drugs that are regulated by the government by class according to what substance they contain that is... well... Iffy as far as being addictive goes.
CLass I class II Class III and class IV
THEY like to exercise control over some things. That's what THEY say anyway.
Controlled means regulated by law. As in, some are outright illegal and others are only by prescription.
