The term works under the assumption that some people have so much money they could just plop any amount down without having to worry. It's a silly phrase. Even if I was super-rich, I'd still like to know where my money is going.
i think that whether or not i can afford it is my business and that statement would just send me off to buy it somewhere else...i think it's rude...now if we are just talking about the term in general...i'd still want to know cuz i'm just curious like that....

Yes I think it is probably true.
It simply means that only people who cannot appreciate and come to their conclusions as to the value of something asks for the price.
This phrase will usually apply to works of art and rare collectibles. These could be prohibitively costly and are not for the commoners.
On the other hand people who know about the value of these expensive items will know how much they are worth and will quitely move away without asking about the price as they are not interested in buying them.
