It is 6am here and our neighbour's stereo has been blaring for 13 hours. This happens at least twice a month when he goes on an all-night bender (he doesn't have to go to work) and nobody gets any sleep! The police don't come when we call any more.

If this is an apartment/condo complex, complain to the management. They are required to do something.

If this is a house, get your neighbors together and drop in on the offender together. Ask him what he plans to do to correct the situation.
Also, speak with the police (on a non-emergency line) about what can be done. The must uphold the law.
