If this is an apartment/condo complex, complain to the management. They are required to do something.
If this is a house, get your neighbors together and drop in on the offender together. Ask him what he plans to do to correct the situation.
Also, speak with the police (on a non-emergency line) about what can be done. The must uphold the law.

You're reading It is 6am here and our neighbour's stereo has been blaring for 13 hours. This happens at least twice a month when he goes on an all-night bender (he doesn't have to go to work) and nobody gets any sleep! The police don't come when we call any more.
