What is a place of "non-medical board and care"? (Context = SSI in CA, http://www.ssa.gov/pubs/11125.html)

    It's an assisted living facility. Usually a home that has been converted with several residents who have to be ambulatory and only need help with dressing, eating, etc. There are NO medically trained people on site, thus the 'non-medical board and care'. They are much cheaper than a nursing home.
