Two page resume in my belief is ideal. Show your job history, eduacation, interests and hobbies, personal statement, best subjects at school, referees, achievements and awards. Make sure your name is in big letters and it includes your contact info.
My resume is about 1.5 pages. You could try to use a word template (only as a guideline). And you could (maybe should) write some more about grades, activities at work (only the positive ones) and what you're good at. That should fill it some more I guess.
How does this sound as for a summary of qualifications on my resume?

When applying for jobs, are you supposed to send your Resume AND the (excellent) character reference from your former employer??
