Talk to your daughter. Of course, she will totally hate you because you are totally ruining her life. Explain the necessity to wait. Explain the statutory rape issue, and make sure she understands what that if she persists, and really loves him, then she is condemning his to sentencing for statutory rape. However, if she REALLY loves him, she will be prepared to wait.
