What is the general rule for when train drivers should beep the train horn?

You blow your whistle when entering or exiting a tunnel section, when there are workers on a track, going round blind bends and to warn other drivers of a danger ahead. The whistle should not be used between 2100 - 0600 unless in emergency.

- Pretty much so (we drive on National Rail lines too. Different rules, but still almost the same.) .

They should use it when coming to intersections with roadways and also if there is something ahead of them on the tracks.

- Maybe to scare away deer and other animals. I think sometimes they just like to disturb the neighborhood they are passing through
