Bush wanted everyone to believe that he was being proactive, but it was all a lie. He forged evidence to create an excuse to invade Iraq, and convinced a majority of Americans that he was 'proactively' defending us against Iraq's nuclear threat.
But it was not proactive, it was a big lie.
Proactive on his agenda, reactive (or negligent) regarding anything else
Stupidity.
Alcohol and pretzels....he had kicked his cocaine habit before becoming president.

Starting bullshit wars for personal reasons.
Rewarding his cronies.
The graciousness he extended to President Obama when he made way for him to move into the White House as soon as possible.
