Your boss can't do either, however, there are some situations that he can: fire you for going
If you are scheduled for work, and have no vacation days, or sick time, and miss work and after the fact explain that you had a doctors appointment, he can count it as an unexcused absence, and you can be fired. your boss does not have to excuse an absence because it is a doctors appointment. even if you tell him prior to the appointment, if you have no sick days or vacation days, he doesn't have to excuse the absence.
As a supervisor, I can tell you the answer is no and no.
