  • In most areas, except California, Chicago and New York City, muzzle loading guns both rifles and pistols can be mail ordered. BATFE does not classify them as firearms. It then becomes an issue with your local police. Try sticking one in your waste band and walking into a bank and see how far you get negotiating with the cops that it isn't a gun. But as far as ownership goes, no paperwork involved for black powder generally.
  • In Pennsylvania there is no permit required to purchase a firearm. When buying from a FFL dealer, the dealer performs a background check and you're good to go if you are legally qualified to own a fiream. Open Carry of a hand gun is legal in PA except in Philadelphia where one must have a LTCF (License to Carry Firearms) or in a vehicle where LTCF is also required. LTCF permits concealled carry, and are issued by county sheriiffs. Many now issue on the spot however some counties (like Philadelphia county), push the limit of the law and make residents wait the full max 45 days before they issue a LTCF. Long guns don't go over very well however as carry items. The assumption would be that you are hunting and you would have to comply with Game Comission rules as to type, caliber, magazine capacity etc.
