You can spend your time training to get a job.
I was a lifeguard and swim instructor in high-school. There's alot of certifications that you have to get before you can get the job. Once I finished all my certifications, I got my job, which pays very well for someone who is in highschool.
Yard work, Dog walking, dog poop picking up. Grocery store bagger or cart gathering (some stores will hire at 15 for this type of task)
Dishwasher, busboy (our son did this at 15).
Baby sitting, Jr. lifeguard, Jr. Camp Aid (may or may not include payment on the last two here, you'll have to check it out for your area)
Unskilled labor..House cleaning, clean garage, wash and detail vehicles...muck stalls at a riding stable...
Think about things you know how to do, really, really well. Could there be someone who might PAY YOU to teach them what you know?
Can you Bake? Would your folks consider setting you up with the initial ingredients needed to bake cookies, bread, cupcakes that you might try to sell for a reasonable price in your neighborhood...at the recreation center, or pool...Other kids who have money might well be thrilled to pay for your homemade goodies, then if it flies, you start by paying back half of the cost of your start up back to your parents, then buy more flour, sugar..what you need to do it again...sell that bunch, pay off the remaining money you owe and then it is all profit for the rest of the summer...aside from your costs of ingredients for what you will continue to bake. This would also be called STARTING your own business and working for yourself!
Try not to get too discouraged, you are young, and do not have a lot of skills, most likely, to offer at this point in time.
What you DO HAVE is a willing spirit, the ability to learn, the ability to be on time, polite and really work hard. Listen carefully to instructions from the person paying you...then strive to match what they have asked you to do...realize that what you lack in experience you can make up for in really doing a great job within your abilities.
