    I would say Iceland or Portugal (depending on non war related factors within their own borders).

    Of all the neutral states, Portugal and Iceland were the only two countries of all of them not to share at least one border with a warring party, or lie next to a theatre of conflict and so were most detatched from the conflict. For that extra bit of distance Icleand had.. must surely be Iceland.
