Help answer this question below.
If you are talking just mounting it so that it stands still, that's easy. You'll need three cement cinder blocks, a drill with a concrete bit & screw bit, concrete screws that fit the tripod legs for the satellite dish, a plastic covering that has enough area to keep the window covered, a marking pen, and a roll of packing tape.
1) Position one leg of the tripod on the cinder block and mark the mounting holes with the pen
2) Use the drill to drill a hole that is just barely smaller than the mounting screws
3) Mount the leg of the tripod using the concrete screws
4) Repeat steps 1-3 for the other two legs of the tripod
5) If it isn't already, mount the dish to the tripod
6) Open the window completely and then cover it using the plastic, securing it in place using the packing tape because the satellite signal won't go through the glass
7) If you know the angle and azimuth of the dish and where it's going to point, adjust it accordingly until the single is strong enough and can be locked in by the receiver
Alternate solution: Pay $65 to have a satellite technician come out to setup, align, and adjust the dish inside the house, providing the cinder blocks, drill, screws, and cable needed to get you going. You'll still need to provide the plastic and packing tape.

The most important thing here is that you'll need a good sized, south facing window.
If you have standard window glass in the window, the signal should get through ok. However, if you have any sort of energy-saving glass, which can have a very thin metallic coating on it, you'll get a very poor signal or none at all.
