I'd assume it refers to a black man or woman who is from Ireland. Like the bass player from Thin Lizzy

It just refers to the non-stereotypical dark haired, and or dark eyed and complected, persons of Irish descent. As a dark eyed, dark haired and dark complected Scandinavian, I suppose I could be considered a Black Swede. I figure the Vikings brought home a lot of "dates" from all over the world.

Not knowing what so ever and if I had to go by the phrase itself I would say it means an Irishman who is black, maybe? Could be way off base here but there it is, in black and white text...

From Wikipedaia article 'Black Irish': The term 'Black Irish' is also sometimes accompanied by claims suggesting the aforementioned physical traits to be the result of an Iberian admixture originating with survivors of the Spanish Armada. However, the genetic contributions of the latter are likely to have been insignificant, as most Armada survivors were killed on the beaches, and many of the remnants eventually escaped from Ireland. Some believe that a group of Spanish soldiers ended up serving as armed retainers to the Irish chiefs Brian O'Rourke, Sorley Boy MacDonnell, and Hugh O'Neill, 2nd Earl of Tyrone. Consequently, these soldiers may have lived in Ireland long enough to father children, although they did not constitute a very large number. The genetic evidence is that the survivors of the Spanish Armada probably left no legacy, as the Irish have only minute amounts of Neolithic Near Eastern Y chromosome genetic markers such as E3b and J, both of which are present in significant levels throughout Spain (with the exception of the Basque Country).[6]

I think it was a pejorative term used by the Protestants of Ulster to denigrate the Roman Catholic population of the Irish Republic. I think it is also used to describe a melancholy trait that exists among the Irish.

It appears to be an attempt to explain the numbers of Irish who are not the stereotypical fair skinned, freckled, red heads. There are at least four explanations going about and none appear to be supported by any kind of fact or study. Some say it is an American only reference others say it is also used in Ireland. 1. Descendants of survivors or the Spanish Armada introduced the dark skin and hair.. 2. Original Irish were dark and Viking raiders introduced the fair skin and red hair. 3. Danish invaders introduced the dark skin and hair. 4. Roman occupation introduced the dark skin and hair. Here is the website which seems to be most earnestly factual. http://www.darkfiber.com/blackirish/
