The mother of my children is refusing to let me see my kids. I dont have the money for an attourney therefore have not been to court. We have been in agreement on visitation for the past 3 years. Is it legal for her to do this?

Not if this is counter to the visitation rights granted in the divorce decree in writing. If you two had a "verbal agreement" about visitation, with nothing in writing, then that's all you can produce to back you up - nothing. -
