In California, the insurance company usually hands you a copy before you leave. Computers can download emailed copies or you can have it faxed to you immediately. The "hard copy" may take up to 2-3 weeks. If you need it for your tags, ask your agent to fax, email or send it to you, (some even forward it to DMV for you) Yes it is effective immediately, unless otherwise specified by you. Say your previous policy doesn't end until 2 weeks... then you specify when the new policy will take effect.
