They say it's got pain relieving properties for those who are suffering from glaucoma and an assortment of other maladies.
It can grow faster than most trees and can provide more paper than the trees we cut down regularly.
They mix it with other slower-growing plants that have healing properties to mass produce those healing plants.
CON
It's illegal. Yes, the illegality is bullshit in the face of cigarettes possibly providing more harm than weed and in the face of its illegality based on a point in history where some paper mogul greased government palms to make weed illegal to reduce hemp as a competitor against paper. But it's still illegal. It's a stupid reason to go to prison.
Inhaling, or even ingesting the byproduct of any burned material can have a carcinogenic effect on the body over time (ie cancer).
It smells really bad, unless you're into that sort of thing. But by and large, most people don't care all that much for how it smells or how people smell after the smoke has mixed with a smoker's body chemistry.
