I don't know Canada's rules with respect to denial of entry, but such are very, VERY, strict.
For example, a motor vehicle infraction involving alcohol is most serious.
Waivers are available under the proper circumstances, but I've been told, unofficially, that processing may take at least a year, may nevertheless be denied, and the fee/penalty may be in four figures.
In the past, the answer would be no; but nowadays I imagine it would depend on whether they've put you on some list.

I would suggest, with respect to passport/visa questions:
First: search the Internet; simple terms will do. For example, enter "New Guinea visa requirements".
Second: call the Embassy or a Consulate of the country with which you are involved. (A country has but one Embassy in another country, but may have several Consulates.)
