If you mean apps for an iPhone/iPod touch/Mac computer, you will need to know C++. however, if your a 'complete beginner,' I would recommend you getting very VERY familiar with the tools and code you will be working with. To create and iPhone/iPod touch app, you must sign up and download the 'iPhone SKD' (developer.apple.com/iphone). For Mac widget design, you need 'Dashcode' (developer.apple.com/dashcode). I had typed those links, so I hope they're right (im to lazy to check them :P). Hope that helps!

I don't quite understand your question. Are you wanting to take an online course that requires knowledge of C?

As for what programs you need, if you are taking a course, they will tell you exactly what you need, usually on the first day of class. In some cases, they will provide whatever you need for free.

If they require C, and you want to learn C before taking the class, you could jump directly to C++, but frankly, I wouldn't. You might learn a bunch of stuff that won't come in handy in the class. For example, they may want you to know C so that they can teach you Java or C#. Knowledge of the basics of C will help you learn Java and C# much more easily. But if you studied C++, you might find it confusing because some of the concepts are similar between Java and C++, but the syntax is a bit different and it might be hard to remember which is which.

You can go straight to C++ because you can write C in C++ - that is how the language was made. Make sure you have a book or reference that tells you what C can do. Basically, no objects, no stl or C++-style templating, no C++ strings, and no operator overloading. Pretty much everything else is just C warmed over.

Good free stuff if you are using Winders: http://www.bloodshed.net/
Called Dev-C++, a complete development system, compiler, the works. And it compiles C programs as well.
You can add the SDL libraries and do graphics easily.
