This question does not make sense. Members of the UN are nations of the world, while members of the Council on Foreign Relations are individual American people. This is the CFR FAQ: http://www.cfr.org/about/memberfaq.php From the UN website ( http://www.un.org/Overview/growth.htm ) The founding members of the UN in 1945 were: Argentina, Australia, Belgium, Bolivia, Brazil, Belarus, Canada, Chile, China, Colombia, Costa Rica, Cuba, Czechoslovakia, Denmark, Dominican Republic, Ecuador, Egypt, El Salvador, Ethiopia, France, Greece, Guatemala, Haiti, Honduras, India, Iran, Iraq, Lebanon, Liberia, Luxembourg, Mexico, Netherlands, New Zealand, Nicaragua, Norway, Panama, Paraguay, Peru, Philippines, Poland, Russia, Saudi Arabia, South Africa, Syrian Arab Republic, Turkey, Ukraine, United Kingdom, United States of America, Uruguay, Venezuela, and Yugoslavia. Of these, only Russia was an outright communist nation. Belarus, Poland, and Ukraine were occupied by Russian troops. Yugoslavia, China, and Czechoslovakia became communist later in the 1940's. Cuba became communist in 1959.
