How much can I uprade my CPU? I have a Gateway 832GM with a Pentium 4-650/3GHZ, 3GB RAM, Intel SE91510J Motherboard and LA775 socket. Can I upgrade my processor to a Core 2 Duo and If not how much can I upgrade it? Would it be worth the investment?

Is there a reason for needing a new processor? It would help to know what your looking to use the computer for, games, music, videos, fast multi-tasking, there are many things.
Your computer probably might not be worth the investment, I can see that it would be a pretty fast computer already.

Well, you can upgrade to a Core 2 ANYTHING with the LGA775 socket so you're good there. Even a Core 2 Extreme will fit. That's too expensive of course but you get the idea. Since your computer is a Gateway (brand-in-a-box junk) and not a custom build, there isn't a whole lot you can do to upgrade it because the brandmakers make sure that the motherboards are not ATX standard and neither are the cases because they want you to buy a whole new tower. I just tried to check the spec of that motherboard model and it's a gateway/intel joint endeavour. This means that it is DEFINITELY not standard. You have enough RAM for sure so I'd say that upgrading to a Core 2 Duo or Core 2 Quad is your best way to go but you'll need a more powerful power supply as well. I'd recommend a 450-watt. That should do you for a long time to come. Between the two CPUs, I'd go for the Quad because prices are falling like pennies from heaven and newer software that is coming out is being engineered to take advantage of up to 4 cores, effectively doubling the performance and ensuring that your computer will be able to function for at least another 3-5 years. You're lucky you have the LGA775. Most P4's had the LGA478 in which case you'd be up you-know-what's creek without a paddle. Right now, the Q9550 is as good a deal as you'll get on an Intel Quad-Core CPU. It's BLAZINGLY fast and is on sale at tigerdirect.com for $220. You can also get it at CompUSA stores for the same price since tigerdirect owns CompUSA. In Canada at tigerdirect.ca it's $240CAD, still an awesome deal (for an Intel). My personal preference at the moment is AMD because they're a better value but you're kinda stuck in that department because no AMD chip will fit a socket 775. They fit AM2 and AM3 sockets. Upgrade to the Core 2 Quad Q9550, keep everything else that you have and thank your lucky stars that you have this option.
