Fraud and deception or vice versa
I'm not sure why you're asking this question in this section, since the Supreme Court isn't elected.
But, at least in the United States, the two steps are called the primary election (where parties vote to determine who their nominee for a job will be) and the general election (where the electorate as a whole chooses between the party nominees designated in the primary).
Should ethics apply to Supreme Court judges?
