My next door neighbor decided to pull up a decorative plant on my property without asking permission. He has a shrub that is on my property. Should I kill it?

Before doing something that drastic and possibly ruining a civil relationship with your neighbor, I would recommend explaining the situation calmly but directly to him.

Maybe try to see if the shrub can be moved and replanted elsewhere -at his expense-, of course.

Or maybe I should find the two plants at a nursery and personally hand him the bill for replacing the ones he destroyed.
He is also 2 inches over on my property with his front yard sprinklers. How do I go about handling this situation?

I see the situation is more complicated than I thought. Something tells me the relation you have with him hasn't been a good one for a while. I would call for a meeting to discuss these issues, talking about the problems before taking payback measures shows that unlike him, you're the bigger person and are considerate.
I hope you reach a solution, that's the best advice I can give.

Yeah. This isn't the first time he has come onto my property and destroyed plants. His comments are "I don't like how this plant looks. It is annoying." When he moved into his home 4 years ago he started planting the shrub a year ago and I showed him it was on my property (including the sprinklers when they were installed) he just laughed at me and said " I don't care. This is the best place for them." I think I have been nice long enough considering my plants and property have been here for 12 years. I am just wondering what he is going to do next.

Very inconsiderate. What an ass. I understand your frustration.
Just one more Q. Is the shrub at least well-kept or is it an eyesore?

Since it is half way on my property (including root system) I have trimmed the portion that is on my side so it is lop sided looking.
I just don't understand why he would pull up plants that are 3 feet on my side of the property line. If he didn't like the looks of my plants I would have transplanted them elsewhere because they are expensive.

3 feet is a lot, he had no right doing so, I would accept an inadvertant mistake but not this. Sorry I can't be of more help, maybe you should consult with your neighbors assoc. -if there is one- or the city department that regulates things like these.

Thank you for your input and time answering this problem. I think I will have a hip high block fence
installed on my side of the property line so he will have to move his sprinklers and shrub.
