You are correct. This was a hiring condition. You are within your rights to make them stick to this condition.
I would suggest that you and your manager speak together with HR about what can be done here (if anything).

You're reading In the interview for my job we agreed the earliest time i could start is 9AM. They want me to work earlier than this so i told my manager but she just moaned and denied that i even have hours that i chose to work within..isn't this breaking the contract?
