Our HOA rules say dogs cannot be on any landscaped areas. This makes it very hard for pet owners because most dogs won't go to the bathroom on pavement. Can this be legally enforced?

    Generally speaking, these kinds of rules can be enforced. When you puchased your condominium or home bound by a home owner's agreement, you signed an agreement to abide by the rules and regulations of the community. Organizations generally do not like to take legal action if they can avoid it, but they will if they feel they need to.

    Rules change. I've known several people who would never live in a communal environment because they don't want to risk a rule change that could adversely affect them. There are certain rulings that may impact your lifestyle in a shared community, such as those that affect pets, sheds in backyards, the colour you paint your front door, how you store your garbage, and the use of window air conditioners, just to name a few that I have seen. Communal living is not for everyone.
