The motherboard itself generally draws relatively little energy (6-30 watts, depending on the chipset and other features), but installing cards will draw more energy, *especially* graphics cards.
As a semantic thing, I do NOT include the draw of the cards in the power consumption of the mobo as it's not the mobo itself that is drawing the energy. The mobo is just a conduit through which the power is drawn.
