Why does my cat pee on the towl in front of the litter box but poop in the litter box

It might be thinking the towel is like grass. Cats and dogs generally like to cover their feces but not urine. I think that's why it pees on the towel.

Try covering the towel with newspaper or better yet, removing the towel altogether and simply putting the box on a sturdy outdoor style door mat.
