Canada. Because they're mostly neutral in world affairs. And therefor not likely to hold many strong biases or loyalties to any particular country's interests.

I would opt for a socially progressive country like Sweden, maybe? I'd have to research every nation's specific records against each other, but they're the first ones that pop to mind.

Australia would be a good choice because they are a strong modern country with people who aren't wimps. They would be fair to all cultures and all people.
