True. Rice has been proven to be detrimental to birds. Throwing it in the street, as much as it is a tradition, becomes littering when it's bad for the animals. I say, throw bird seed or don't throw anything at all.

Rice is bad for birds. Once when I was little, we would put rice in our bird feeder and there were severl exploded pidgeons a while later. (I do not know why this happens, but I wouldnt throw it at a wedding)

... if the rice is still uncooked, it just takes a lot of liquid to digest it, so it causes dehydration, unless the bird drinks enough water ...

Cooked rice is great for birds. Raw rice isn't that good for birds but it's not dangerous. It's fine to throw at weddings but probably more mice and rats will eat it than birds.
