I participated in an online job fair and sent a resume to a company that interests me, but wasn't given the option to submit a cover letter. Should I wait for the company to call me, or should I e-mail them my cover letter, since it was a strong one?

Definitely send them your cover letter and include your resume as well. Make sure to state that you are interested in the company and WHY you are interested -- give specifics. This will make you stand out. It will also show the company that you are more proactive and a go-getter and not just sitting around waiting. Good luck.
