You might be able to marry her in Canada, but you should inquire about the requirements necessary to marry in Canada. That way you can prepare all of the necessary documentation before making the trip to Canada.
To petition her, she will need to return to the Philippines when the day comes to have her get a health check-up or need to show up at the U.S. embassy in the Philippines. The U.S. embassy in the Philippines may not agree to forward mail to her in Canada, but your fiance may be able to have someone forward her any documents sent by the U.S. embassy while she is away in Canada.

yes she still needs to go home to her country,u cant bring her directly to US even uy married in Canada,u have the same papers to apply as what immigrants are applying
