Go to the main branch of a large bank or maybe try a Russian one that has an office in your country.
Try a West coast bank. or affiliate.
I would go to a bank that can handle Rubles like a bank that is based in Europe, and allow them to process it into US currency. The alternative is to hang onto it for a while and then sell it as a collector's item. That would get at least some value from it.
