    It is wrong to cut budgets for me getting Companion services that are young and college age not old and 33 years old

    Usually when there are budget cuts it is easiest (I am not implying smartest) way to do it is to cut staff, as people are expensive, and it takes less thought than figuring out how to be efficient in other ways.
